Michigan Food Stamp Work Requirements: What You Need To Know
Millions of low-income Californians who qualify for food stamps do not receive benefits, making participation in the program one of the lowest in the nation.
According to the latest federal data this year, only three states — Utah, North Dakota and Wyoming — have lower participation rates. California, meanwhile, is among the leaders in Medi-Cal, the state’s version of Medicaid, which also serves people living in low-income families.
The reasons for this level of participation remain “an ongoing puzzle in California,” says Kim McCoy Wade, head of the CalFresh division of the state Department of Human Services. But she and others suggest that historically poor customer service and heavy bureaucracy have something to do with it.
About 4.1 million Californians, or 70 percent of eligible voters, are enrolled in a food assistance program called CalFresh. About 2 million people remain, according to 2015 federal figures in a January report. The national average is 83 percent.

However, according to a 2016 report by UC Berkeley researchers, only about 322,000 people are enrolled who are not eligible for Medi-Cal. Medi-Cal now serves more than 13.5 million people, a number that has grown significantly with the recent expansion of Medicaid under the Affordable Care Act.
To close this gap between food and health care, California has used its huge pool of new Medi-Cal beneficiaries to increase CalFresh enrollment. Officials build relationships between county departments and new Medi-Cal enrollees, using Medicaid recipients’ electronic records to identify food stamp applicants and guide them through the enrollment process.
“We’re taking what we’ve done from a really nice concern and turning it into the next big thing and trying to apply those lessons,” McCoy-Wade says. “The Medi-Cal/CalFresh nexus is something that we think has a lot of room for growth.”
The ban comes as Washington, D.C., threatens both Medicaid and the Supplemental Nutrition Assistance Program, or Snap. Last month, Republicans in Congress introduced a funding bill that would impose stricter work requirements for SNAP recipients. Several times over the past few years, President Trump and Republicans in Congress have called on Medicaid to cut costs.

One of California’s challenges with its food stamp program is that it is run at the county level, and there are 58. Only 10 states run their programs this way. “Because we’re decentralized … now we can move the whole ship,” says McCoy-Wade.
“Helping integrate programs can be mutually beneficial, save on administrative costs and attract more families,” says Michael Katz, a research fellow at the Urban Institute.
But Snap and Medicaid have different eligibility rules. “It’s not a perfect match, but it’s pretty close to the Venn diagram,” said Jared Call, lead nutrition advocate at California Food Policy Advocates, which helps low-income families gain access to healthy food.
Several counties in California have tried to get ahead of themselves in issuing food stamps to Medi-Cal beneficiaries. San Francisco County has placed CalFresh-eligible technicians in public hospitals and community clinics. Los Angeles County has more than a million Medi-Cal recipients who qualify for food stamps.

San Bernardino County has self-service kiosks and staff at the county office to help people sign up for CalFresh if they are interested. “It’s a one-stop shop,” said Nancy Hillsdale, who manages the county government office in Colton, Calif.
In San Diego County, CalFresh officials printed health fair materials and sent a text message to all Medi-Cal applicants with a link to apply for food benefits, said Rick Vann, the county’s director of eligible operations.
But there are other challenges. There is a certain stigma surrounding food stamps. Residents are reluctant to apply. Some immigrants living in the country legally worry that signing up for food stamps could affect their chances of becoming citizens later. (Undocumented immigrants do not qualify, but domestic servants do).
Wang notes that enrolling people in CalFresh is much more difficult than Medicaid. “There is a long list of … rules and regulations that are difficult to put into the system,” he says.
Study: Food Stamps Do Much More To Fight Poverty Than We Thought
For example, CalFresh applicants must be re-verified every year and update their information every six months. Medicaid, on the other hand, does annual renewals without interviews.
McCoy-Wade says CalFresh is eliminating some of the most pressing requirements, including fingerprinting, and that’s starting to make a difference. The state increased its share from 67 percent in 2014 to 70 percent in 2015, according to the January report. This has led to an improved economy and fewer people in need of assistance. “We are closing the gap,” he said.
But participation can be hindered by other problems. Lack of transportation, long lines at district offices and lack of flexibility in scheduling may also contribute to low connectivity, district officials say.
And letters are often sent home, making it difficult for the homeless or those who are registered to stay more often. That’s what happened to 25-year-old Krystle Conant, who lives only part-time at her father’s home in San Bernardino County.
